TL;DRA Chinese Senior High School Teacher Qualification Certificate was submitted in folded-booklet form. The issuing authority's red seal at the bottom right was partly obscured: the booklet's pre-printed label '认定机构(公章)' crossed through the middle band of the seal, and decorative ornament covered the lower arc. We extracted what we could from the image, then sent the client a short clarification rather than guessing. What We Received

A client submitted a Chinese 高级中学教师资格证 (Senior High School Teacher Qualification Certificate) issued in June 2016. The certificate is a folded paper booklet. The left page lists the holder's personal details — name, gender, date of birth, ID number, qualification type, teaching subject, and certificate number — alongside a small photo. The right page carries the certification declaration and the issuing authority's round red seal in the lower right. The certified <a href="/translate/chinese-diploma">Chinese diploma translation</a> was needed for a US Master's program application routed through CHSI verification and <a href="/accepted-by/wes">WES credential evaluation</a>.

Why This Required Special Handling

The seal at the bottom right of the right page is the source of the issuing authority's name. In this booklet, the seal was partly obscured by two overlapping elements. The booklet template carries a pre-printed black label '认定机构(公章)' ('Issuing Authority (Official Seal)') that crosses horizontally through the middle band of the seal. Decorative ornament along the bottom of the page covered the lower arc of the seal's circular text. The visible top-arc characters suggested '... 教育局' ('... Education Bureau'), but the body-name characters in the upper-left of the arc were unclear.

Naming the wrong issuing authority in a certified Chinese teacher certificate translation would be a substantive error. A credential evaluator cross-references the issuing body against the record on file, and <a href="https://www.wes.org/required-documents/china/" rel="nofollow noopener" target="_blank">WES specifically requires</a> the issuing authority to be named exactly as it appears on the original document. CHSI verification depends on the same match. A best-guess inference from the holder's hukou region (encoded in her ID number) would not satisfy that standard.

How We Handled It

We ran the seal through high-zoom crops and a red-only channel extraction to maximize what we could read. Isolating the red ink against a white background lifted the seal's circular text out from under the overlaid black booklet label. The top arc resolved as '... 教育局' ('... Education Bureau'). The body-name characters in the upper-left of the arc remained partly obscured by the printed label and the decorative ornament at the bottom of the page.

Rather than infer the authority from the holder's hukou region, we sent the client a short clarification. The message described exactly what we could and could not read on the seal, and asked her to confirm the issuing authority. The client confirmed it was 滁州市教育体育局 (Chuzhou Municipal Education and Sports Bureau). This is a city-level body, not the county-level bureau the partial reading had suggested. It also carries a combined Education and Sports remit, not '教育局' alone.

We updated the seal description, the issuing-authority field, and the Translator's Notes to name the authority correctly. A separate red-channel pass on the date line revealed the day of issue (12) between the central star and the 日 character, and the date was corrected from '[day illegible]' to June 12, 2016.
